Government Workers

One day, two city public works department laborers worked as a team in which one dug a hole and the other followed behind and filled the hole.  They worked up one side of the street and down the other, then they moved on to the next street working furiously all day with one man digging a hole, the other filling it in again. 
 
A passerby noticed and watched for a while very much amused until he was no longer able to contain his curiosity, and so he approached the two city workers and asked the hole digger, “I’m very much impressed by the effort you two are putting into your work, but why do you dig a hole, only to have your partner follow behind you and fill it up again?” 
 
The hole digger wiped his brow and replied,  “Well, I suppose it looks odd to you.  But the truth is, we’re normally a three-person team.  However, today the guy who puts the tree into the hole called in sick.”
