Rage Against the Machine

So we went to the County Recorder’s Office today to turn in some papers and boy did we have quite a fun experience. Let me recount the dialog:

Secretary 1: I see you have this paperwork with you, but your notarized form needs to be affixed to something since it isn’t on a regular sized paper. (She was kind enough to give us blank printer paper and her tape dispenser to take to a table and “fix” our problem). And when you finish, go see him (points to other secretary) b/c I’m going on break.

So we tape down our special notary small paper that the bank gave us. (The bank wouldn’t stamp the page to be notarized b/c it didn’t have the little rectangle on it for their notary stamp, so they gave us an additional document stating it was an official notary for the other document that didn’t have a “stamp place” on it. Are you still with me?

Secretary2: You have affixed this notarized paper to something and that’s against regulations. And it has a red border on it and we can’t have red anywhere on the paper.

Me: That other secretary just told me to tape this small paper to a regular sized paper so it would go into a scanner properly for you to scan. What do you recommend we do? Untape the small paper and cut off the 4 outside borders that have red ink on them? The bank had to send this additional paper that’s small and has a red border b/c your document we took to be notarized didn’t have an “official rectangle” for a notary to stamp.

Sec 2: Let me go ask somebody….. Okay, starting July 2nd you can no longer adhere a document to something else, so this is okay, but you still have red on the paper and we can’t have red on the paper. (He did give us white out and let us go “fix” our problem again…..

After turning it in and having some other person look over it, the document we brought in wasn’t “official” enough since it was printed from the internet. We did get one set of papers filed, but the other one was unsuccessful.

So, my question is who the heck comes up with these crazy rules and regulations about no red on a paper that’s being scanned in black and white I assume and no taping smaller papers to a larger one??? What’s the reasoning??
